Maternity insurance in Dubai and the UAE: cover, waiting periods and maternity packages
Updated October 13, 2026 · sources checked October 13, 2026
In short
In Dubai, every policy must at least match the Essential Benefits Plan, which covers prenatal care and the birth with a 10% coinsurance, up to AED 10,000 per delivery, and your newborn for 30 days. Insurers may apply a 9-month maternity waiting period in some cases, notably for non-working spouses. Read your Table of Benefits and ask your insurer in writing.
Who must insure you in the UAE
Expatriate residents are covered through health insurance, and the rules depend on the emirate. According to u.ae, as of October 2026:
- Dubai: employers must insure their employees; sponsors must insure their resident dependents. The Dubai Health Insurance Corporation adds that employers must not deduct premiums from salaries, and that if the employer does not cover an employee's spouse and children, the sponsor must.
- Abu Dhabi: employers and sponsors must cover employees and their families (one spouse and three children under 18).
- Private sector workers across the UAE: since 1 January 2025, a health insurance policy is a prerequisite for issuing or renewing private sector employees' residency permits; u.ae says this applies in Dubai and Abu Dhabi and is being extended to the other emirates.
Dubai's minimum maternity cover: the Essential Benefits Plan
The DHA defines an Essential Benefits Plan (EBP), which its table calls "the minimum standard for any health insurance policy issued in the Emirate of Dubai". Here is the maternity part of the table in DHA circular GC 03/2024, in force since 1 January 2025 (the latest version we found on 13 October 2026).
| Benefit | Minimum cover |
|---|---|
| Prenatal care (outpatient) | Prior approval needed; 10% coinsurance; 8 visits; care by an obstetrician (specialist for high-risk referrals); initial blood and urine tests, including a glucose test for all; 3 ultrasound scans |
| The birth (inpatient) | Prior approval, or within 24 hours in an emergency; 10% coinsurance; maximum AED 10,000 per normal delivery and AED 10,000 for a medically necessary caesarean, complications or medically necessary termination, coinsurance included |
| Life-threatening conditions | Medically necessary expenses for mother or newborn covered up to the annual limit |
| Newborn | Same benefits for the baby for up to 30 days from birth; BCG, hepatitis B and newborn screening included; enrolment in the baby's own plan from day 30 |
| Annual limit | AED 150,000 |
Most employer policies for professionals are more generous than this floor, with higher limits, wider networks and private rooms. But the floor tells you what no Dubai policy can go below.
Maternity waiting periods: what they are and when they apply
A waiting period is the time from the start of your policy during which a benefit is not yet payable. For maternity, it means that if you conceive or give birth too soon after joining, routine pregnancy care and the delivery may not be paid.
In Dubai, the DHA's policy directive on Maternity Coverage and New Born Additions (PD 11/2020) sets the rules:
| Your situation | What the insurer must or may do |
|---|---|
| Married woman of childbearing age covered under Dubai law | Must be covered for maternity at least to the EBP limits |
| Working woman who becomes pregnant after enrolment | The pregnancy must be covered |
| Working woman already pregnant at enrolment (not lower salary band) | Maternity must be provided, subject to normal underwriting |
| Lower salary band worker enrolled with other workers or as a new joiner | The pregnancy must be covered |
| Lower salary band worker enrolled by a sponsor at another time | The insurer can impose a 9-month waiting period for maternity |
| Non-working spouse, pregnant at enrolment | Maternity must be provided, subject to normal underwriting |
| Non-working spouse, pregnant after enrolment | The insurer can choose to impose a 9-month waiting period |
| Emergency during any maternity waiting period | Medically necessary costs must be covered up to the annual limit |
| Undeclared pregnancy | The insurer must offer two options: cover at the correct premium, or exclude this pregnancy; the choice is yours |
| Newborn | No waiting period of any kind; covered under the mother's policy for 30 days; backdating up to 7 days allowed for the addition |
Good to know
If you are on your partner's visa and do not work, ask your insurer in writing, before you conceive or change policy: "Does my policy have a maternity waiting period, and on what date does it end?" Keep the reply.
Abu Dhabi and the Northern Emirates
The rules above are Dubai's. In Abu Dhabi, insurance is regulated by the Department of Health; we did not find, on the official pages we could open on 13 October 2026, a current table of maternity waiting periods for Abu Dhabi plans. Do not assume Dubai's rules apply: read your own policy's Table of Benefits and ask your insurer.
"Maternity packages": what they are and how to compare
Many private hospitals sell maternity packages, a set price for a defined bundle of care, mostly for patients paying themselves or covering what their insurance does not. u.ae explains that the cost of a delivery depends on your insurance, the grade of package, the services and room chosen, the type of delivery (a caesarean being "about twice as expensive") and any other treatment needed. There is no official price list, so we do not print prices: get written quotes.
Compare packages on the same questions:
| Question | Hospital 1 | Hospital 2 |
|---|---|---|
| Included: prenatal visits, scans, tests, the birth, the stay, the paediatrician? | ||
| Separate prices for vaginal birth and caesarean? | ||
| Nights included? | ||
| Epidural and anaesthetist fees included? | ||
| Newborn care included: checks, vaccines, screening, hearing test? | ||
| What is excluded, and at what price? | ||
| Complications, emergency caesarean, neonatal intensive care: covered? | ||
| Neonatal intensive care unit on site? | ||
| Partner overnight stay allowed? Fee? | ||
| Deposit: amount and refund conditions? |
Is it normal?
Is it normal that two hospitals give very different prices for "the same" birth? Yes. Packages include different things. Compare what is excluded, not only the headline price.
Ten questions to ask your insurer
If your insurer refuses a claim you think is covered, ask for the refusal in writing. In Dubai, the DHA's insurance system (ISAHD) and its iPROMeS feedback platform accept complaints; in Abu Dhabi, the Department of Health has a health insurance complaint service.

Questions parents ask
Does health insurance in Dubai cover pregnancy?
Yes. The DHA's Essential Benefits Plan, the minimum standard for any policy issued in Dubai, includes prenatal visits, scans and the birth, with a 10% coinsurance and limits. Many policies cover more.
Is there a waiting period for maternity insurance in Dubai?
Sometimes. Under DHA directive PD 11/2020, insurers can choose to impose a 9-month maternity waiting period for non-working spouses, and in some cases for lower salary band workers enrolled outside a group or new-joiner enrolment. Working women who become pregnant after enrolment must be covered.
What if I have an emergency during a waiting period?
The DHA directive says insurers must cover medically necessary expenses for an emergency during any maternity waiting period, up to the annual limit, whether or not it is related to the pregnancy.
How long is my newborn covered under my policy in Dubai?
Up to 30 days from birth under the mother's policy. The baby must then be enrolled in its own plan, and no waiting period may be applied to a newborn.
How much does giving birth cost in Dubai?
There is no official price list. u.ae says the cost depends on your insurance, the package and room, and the type of delivery, a caesarean being about twice as expensive. Ask hospitals for written quotes based on your policy.
